History Outside of the departmental expert Council on the problems of air-space defense

Because of the great importance of the military, scientific and industrial aspects of developing the aerospace defense of the Russian Federation, and in order to involve the most experienced specialists in the implementation of these tasks 20.02.2004 non-commercial partnership "Non-Departmental Advisory Board on Aerospace Defense" (NP "NAB ASD") was set up and registered by a constituent group at the initiative and under the leadership of General Director of OJSC "State Special Design Bureau (SSDB) "Almaz-Antey" named after Academician A.A. Raspletin" I.R. Ashurbeyli.That time at the suggestion of I.R. Ashurbeyli the nominees of two co-chairmen of the Presidium of NP "NAB ASD" were approved:

For the implementation of the research activities NP "NAB ASD" obtained the appropriate license issued by the Center for Licensing, Certification and Protection of State Secrets of RF FSB.

In 2004, by decision of the Director of Armaments of the RF Armed Forces NP "NAB ASD" was granted the right to realize scientific research projects at the commissions of the RF Ministry of Defense, and it gave the specialists of NP "NAB ASD" the opportunity to conduct research on the aerospace defense of the Russian Federation.

The press organ of NP "NAB ASD" is all-Russian magazine "Aerospace Defense -ASD", registered in the Ministry of the Russian Federation for Affairs of the Press, Television and Radio Broadcasting and Mass Communication Media (registration certificate of a printed issue № 77-16541 dated October 13, 2003).

In January 2012, the amendments to the NAB ASD Chapter were inserted and approved at the extraordinary general meeting of the NP "NAB ASD", under which the goals and objectives of NP "NAB ASD" were significantly expanded, the positions of co-chairmen of the NP "NAB ASD" Presidium were abolished.

In accordance with changes in the Charter of NP "NAB ASD" the general meeting took a decision to disband the old Presidium of NP "NAB ASD" and to elect a new one, and B.F. Cheltsov, Colonel General, Doctor of Military Sciences, Honored Military Expert of the Russian Federation, Chief of the General Headquarters of the Russian Federation Air Force (2000-2007), was elected as a new Executive Director of NP "NAB ASD".

In January 2012, I.R. Ashurbeyli was elected to the position of the Chairman of the Presidium at a meeting of the Presidium of NP "NAB ASD".

In May 2012, the Ministry of Justice of the Russian Federation registered the new Charter of noncommercial partnership "Non-Departmental Advisory Board on Aerospace Defense" (certificate of state registration N 7714030849 dated May 23, 2012).
