The Defense Committee of the State Duma together with the Communist Party faction held November 6, 2013 the closed parliamentary hearings “On the ways and the problems of improving the combat capabilities of the Aerospace Defense troops”. It was caused by the serious concern over the state of the Aerospace Defense of the Russian Federation (RF ASD) and the high priority given to the issue by the state leadership.

During the hearings the issues related to the state of the Aerospace Defense of the Russian Federation were discussed deeply and with full consideration, the difficulties and possible solutions were objectively evaluated.

Among the people invited to participate in the event there were deputies of the State Duma, members of the Federation Council, representatives of the Presidential Executive Office, the Military-Industrial Commission under the Government of the Russian Federation, the Russian Defense Ministry, the Federal Security Service of the Russian Federation, the Federal Service for Defense Contracts (Rosoboronzakaz), the Federal Space Agency of the Russian Federation (Roscosmos), scientific organizations, enterprises of the military-industrial complex.

In particular, an expert group from the NAB ASD headed by the Chairman of the Presidium, Doctor of Technical Sciences, I.R. Ashurbeyli, took part in the hearings at the personal invitation of the Chairman of the State Duma’s Committee on Defense, V.P. Komoyedov and with due regard to the importance of the issue. I.R. Ashurbeyli in his report raised the problem of constructing the system of the Aerospace Defense of the Russian Federation. He also touched on the question of formation of the federal law on ASD. The draft concept of the law had been developed by experts of NAB ASD in an initiative manner and had been submitted to the relevant committees of the Committees on Defense of the State Duma Defense and the Federal Assembly of the Russian Federation where it was supported.

According to the results of the hearings in order to create a reliable system for the Aerospace Defense of the country and to improve the combat capabilities of the ASD troops the recommendations were elaborated to the Federal Assembly of the Russian Federation, the Government of the Russian Federation, the Ministry of Defense of the Russian Federation.
